Concept Design Community Consultation

Council has been successful in securing $5 million from The Victoria Government through the Department of Jobs, Precincts and Regions to deliver the Portland Foreshore Multipurpose Facility.

As an integral part of the Portland Foreshore Master Plan, this project will see the design and construction of a two-storey facility that will replace the existing Yacht Club and Angling Club buildings and provide club rooms, two commercial outlets, as well as function spaces and meeting rooms available for community use.

Based on requirements identified by key stakeholders a number of locations were assessed by the Designers. The three location options provided are not only suitable, but also make best use of Portland’s stunning foreshore, providing a location close to the water for club and community activities. The three locations have differing impacts to the views from Cliff and Bentinck Streets which will need to be taken into consideration, please refer to the location documentation.

For the design - flexible meeting and function space on the first floor, and the less formal spaces available outside and on the ground floor (shown as “Market Space’), provide a number of opportunities for community members and clubs to utilise the facility for meetings and functions. The first floor has been set up so that the function area on the first floor can be sized according to the function with the use of bi-fold doors. Extending the function facility space with a kitchen and bar allows for a wide variety of functions to be accommodated, and the large feature balcony not only provides additional space but also maximises visibility of the amazing views.

Within easy walking distance of the youth activity space and the iconic Portland Cable Tram route, and integrating with the new pathways, the building will offer two additional commercial spaces to serve the foreshore users.

Green space on the foreshore will not be adversely impacted with any area utilised being offset with the removal of the Angling Club building. Existing trees remain untouched and add to the integration of the building to the surrounding landscape.

Orientation of the building to the Northeast, location of the function rooms and the sizeable balcony maximise the views from the site.
