Shaping the 2026/27 Annual Budget

Capital Project prioritisation. 

A list of potential new Capital Projects have been carefully shortlisted based on clear criteria, including:


Council is inviting the community to help guide where the $500k allocation for new capital will have the greatest impact by sharing which projects matter most to you. 

The 500k allocation may enable more than one project to be delivered. 

Below are the four projects and some information about them.


🟩Changeroom and amenities redevelopment - Heywood Recreation Reserve

This was identified as a future project in the Heywood Recreation Reserve Master Plan. The development of a new female change space for netball and tennis will connect to the existing clubroom building and new public toilets via internal secure doorways, and improve vehicle and pedestrian flows in the precinct.

🟦Changing Places fit out - Portland CBD Amenities

The recently completed CBD Amenities project allocated space for a Changes Places facility. These facilities provide vital community benefit by ensuring inclusive, dignified access to public spaces for people with complex disabilities and their carers.

🟨Lighting Upgrades - Flinders Park Portland

The lighting upgrade is an action within the Flinders Park Masterplan with an to ensure lighting for sports activities in compliance with codes of practice, encourage increased casual use, and manage overflow so a wider range of users can access and enjoy the space.

🟪Footpath Construction - Dartmoor

The footpath construction in Dartmoor is anticipated to link the main township to the Bush Nursing centre via Ascot Street.  This approximately 250 metre length will be a key link with the Dartmoor township and was identified through earlier engagement sessions with the community.

Pipeline Projects

Our community have great ideas, and projects they are passionate about such as rail trails and sporting facilities. There are also projects that surface because of potential future community needs. 

These are what we refer to as "pipeline projects".

They are projects that are not yet ready for delivery, meaning they are not able to be included in the 26/27 budget as they haven't been fully scoped, designed and costed yet. 

Some examples of projects that community raised through the development of the Council and Wellbeing Plan 2025-2029 to include for future projects pipeline include Nelson footpath, Casterton Rail Trail, Shire wide aquatics upgrades and Portland Multipurpose Recreational Facility.
