Consultation has concluded

Council has received a request to allow heavy vehicles access to 167 Browning Street (proposed mechanical workshop). Residents in the surrounding area, have been sent a letter seeking feedback on the proposal.

Currently, there are restrictions on the type of heavy vehicles permitted to travel along Browning St.

To approve the request, Council needs to consider the proposal to allow B-Doubles and A-Doubles access to 167 Browning Street (formerly Portland Aluminium and Glass site) from the Henty Highway (Ring Rd), subject to the following restrictions and monitoring controls:

  1. Heavy vehicle access between 6am and 7pm Monday to Friday for standard maintenance, and 9am to 3pm Saturday and Sunday for emergency repairs.
  2. 50km/h speed limit between Learmonth Street to Garden Street
  3. Not permitted south of 167 Browning St
  4. Signs restricting use of engine brakes
  5. Council to monitor traffic for six (6) months to determine compliance levels.

The scope of Council’s consideration relates to the proposed use of the designated section of Browning Street for heavy vehicles. The proposed use of the site at 167 Browning Street, (Industry) within the Industrial 1 Zone does not require a planning permit from Council.

Following the feedback period, submissions will be reviewed and a recommendation with consideration to feedback will be presented at the 28 January 2025 Council Meeting for decision.

    Following the consultation period, Council officers have undertaken and inspection and assessment, including consideration of matters raised in submissions, and have decided to provide approval, under delegation, to the request for consent to allow Browning Street to be used for Class 2 heavy vehicles (larger than semi-trailers), subject to the following conditions:

    a) Heavy vehicle access between 7am and 7pm Monday to Friday for standard maintenance, and 9am to 3pm Saturday and Sunday for emergency repairs only. (This complies with the EPA noise in residential areas guidelines).

    b) 50 km/h speed limit between Learmonth St and Garden St

    c) No access permitted south of 167 Browning St. (i.e. no access to Garden St). Non – gazettal items

    d) Signs will be installed requesting no use of engine brakes.

    e) Council to monitor traffic for six months to determine compliance levels with operation times.

    Council, as road manager, will provide its response with consent
