Council has been successful in securing $5 million from the Victoria Government through the Department of Jobs, Precincts and Regions as part of the $6.2M project budget to deliver the Portland Foreshore Community Pavilion.

A key facility for all of the community, this building is an integral part of the Portland Foreshore Master Plan. This two-storey facility will minimise the impact on green space on the foreshore whilst providing function and meeting spaces for clubs and the community, as well as the opportunity for a café and a retail outlet.

Council's Vision

Careful consideration has been given to the use of this facility and its integration into the existing foreshore landscape:

  • In consultation with DEECA, this location addresses the predicted sea level rise and impacts from changing coastal conditions for the life of the building (please see modelling imagery in the Photos section).
  • By utilising existing disturbed ground, this location minimises the impact to Portland’s stunning foreshore and its existing natural landscapes.
  • With the consolidation of two older buildings into one state of the art community facility, this will provide increased flexibility for a wide range of events and functions.
  • In addition to retaining existing greenspaces a large amount of green space will be returned to the community through the removal of the Portland Sport Fishing Club building.
  • The playground, barbecues and the recently constructed connecting paths will remain, with the pathways extended to incorporate the new facility.
  • Priority has been given to ensure that there is sufficient parking adjacent to the building to facilitate all abilities access to the function and club spaces.

    Glenelg Shire Council has paused further work on the Portland Foreshore Community Pavilion in order to consider possible new sites for the building.

    Council on Tuesday night adopted recommendations from a report into the project which included halting the current tender process and evaluating two other sites in addition to the current proposed location at the Portland Yacht Club site.

    The additional locations are on Lee Breakwater Road south of the Maritime Discovery Centre and northeast of the TS Henty building (the naval cadet unit).

    These locations came into consideration following recent discussions with the Department of Jobs, Skills, Industry and Regions (DJSIR) and the Department of Environment, Energy and Climate Action (DDECA) and in line with feedback received.

    Locating and building the pavilion at either of these locations will necessitate an extra cost – as will the current location – and Council also voted to seek additional funding either internally or externally to meet the recommended location, design and construction requirements.

    Glenelg Shire Council has approved the final design of the Portland Foreshore Community Pavilion and resolved to send the project out to tender.

    This decision means the $6.2 million project will go ahead, delivering a multipurpose community and club facility with ocean-facing balconies for events and functions, hospitality, and retail facilities, including a cafe and a retail space to promote local sea produce.

    Glenelg Shire Councillors on Tuesday night unanimously voted to endorse Option 3 as the location for the design and construction of the Portland Foreshore Multipurpose Facility.

    Councillors also voted to inform the community of the landowner’s preferred location and feedback regarding predicted sea-level rise risks.

    Option 3 is the current location of the Portland Yacht Club and was the second most popular of the options considered by Councillors in October 2022, following consultation with the public and key stakeholders.
