How much of the funding was retained?

    The total budget, provided by funding and Council contribution (ratio 1:5), is $4,091,929.80. This includes the cost for works already completed.

    Why are we now refurbishing buildings instead of building a new facility?

    Refurbishment works to both buildings will not only provide a deliverable to satisfy the Funding Agreement and RDV but will also retain the existing character of the foreshore whilst providing upgraded facilities for use by the community, community groups and businesses. Refurbishment will also extend the life of the buildings and reduce escalating maintenance costs.

    How will the Angling Club building be managed?

    The management of and access to this facility is currently being agreed. Details will be communicated once this has been completed. 

    Use of materials, fixtures and fittings

    It has been specified at tender that all materials, fixtures and fitting shall be suitable for the marine environment in which they are being fitted. This, and the input from key internal stakeholders in Council, will ensure that the materials, fittings and fixtures are suitable for the use of the building, durable and to be able to be maintained as cost effectively and efficiently as possible.  

    Will either of these buildings include any retail outlets?

    No, there is currently no plan to include any retail outlets as part of refurbishment. 

    What community engagement has taken place since the decision was made to refurbish the two buildings?

    In October 2025 Council invited expressions of interest from community members to join the Project Reference Group (PRG) for the refurbishment project to help guide the revitalisation of the buildings, ensuring the project reflects community needs and aspirations. 

    The PRG consists of:

    • Two (2) Councillors, one of which will be the Chairperson.
    • Three (3) Council Officers 
    • Two (2) members of the Portland Yacht Club 
    • Two (2) members of the Portland Sport and Game Fishing Club
    • Three (3) community members 

    The PRG acts in an advisory capacity for the completion of the refurbishment works as part of the Portland Foreshore Multipurpose Facility.
