What is it?

The draft Portland Strategic Framework Plan is a long-term land use plan for the urban area of Portland. The key outcomes include:

  • The long-term vision for Portland based on growth projections currently available by identifying new growth and strategic outcome areas.

  • The framework boundary will update and define the urban growth boundary of Portland.

  • Recommendations on identified opportunities for urban growth within the ‘Portland Surrounds’ statistical area surrounding Portland that is conditional on Council and State Government support.

  • Define key projects and infrastructure required to support growth.

  • Provide guidance for both public and private investment decisions.

The report is to be periodically reviewed to guide the growth and development of Portland and surrounds for the next 20 years. Periodic reviews will based on supply and demand analysis, which will include the development of residential land in the existing urban and rural living areas as well as the ability to deliver the required infrastructure to support growth.

This report will help Council to make decisions on how to manage urban and rural living development to ensure an adequate supply of developable land for the future.

Project Background

The work is a scheduled part of Council’s strategic planning agenda and has been undertaken to help guide Council’s urban growth planning activities within Portland.

Progress Update

Targeted engagement sessions have been undertaken to date with identified stakeholders. Work has been undertaken to identify and investigate the key issues and opportunities critical to the future of urban and rural living development within the study area. The culmination of this work (the draft Portland Strategic Framework Plan and Portland Rural Living Assessment) are now available for comment until 5pm Monday 3 February 2020.

Plan is available to view and discuss with Council Officers and members of the project team.
