Thank you for your interest and feedback.  The next stage of consultation is for Council to hear submissions.


These Governance Rules for Glenelg Shire Council, are made in accordance with section 60 the Local Government Act 2020 (the Act) and were first adopted in August 2020.

Council currently reviewed their Governance Rules, this review was benchmarked against several similar Councils. As a result, a range of amendments have been proposed to improve governance and efficiency at Council meetings and briefings.

The proposed amendments seek to ensure that the focus is on the business items on the Council agenda which are the purpose of the Council meeting.

Review of the Governance Rules has proposed the following changes:

  • Changes to community question time to require questions to be in written form, limited to 2 questions, with a 100-word limit and provided 1 business day prior to the Council meeting to enable appropriate researched responses. (Section 60)
  • Questions of Council to be read out by the CEO or their delegate.

  • Further definition on governance obligations at Councillor briefing sessions. (Chapter 3)

  • Refining requests for Councillors to attend Council meetings virtually. (Section 12)

  • Requiring additional Councillors to support any notice of rescission. (Section 43)

  • Clarification around the voting process for Mayoral elections. (Chapter 7)

  • Clarification around Conflict of Interest obligations. (Chapter 9)

  • Various minor administrative wording changes.

Council is seeking community feedback on the proposed changes to the Governance Rules. Once feedback has been received, the updated Governance Rules are scheduled for adoption at the next Council Meeting to be held on Tuesday 23 January 2024.

How can I provide feedback on the Governance Rules?

You can provide via the feedback form below or via hardcopy. Hardcopies forms are available at any Customer Service Location or via request.

Submissions to be received by 5pm Wednesday 10 January 2024.
